Being from Argentina, a place were cows and milk seems to be everywhere, I would have been more surprised than you. But I have seen a similar milk package in Nagano, Japan. It contained 3% of milk. Yes, just 3%. So no, i am not surprised of the indications :-)
To Lisandro: for people with a milk allergy 3% can be too much (it usually is, if I recall correctly).
