Did I get that right -- konsole writes the scrollback to disk? Is that only if you choose the unlimited option, or always?

Putting hook scripts in the DHCP server seems like the wrong place for location-specific network settings...
Have you looked at Debian's guessnet package?
Since the DHCP server is also the backup server, having the DHCP-triggered backups be started from the same machine as the cron-triggered static backups makes sense. And having it triggered from the DHCP server makes any guessnet-like logic on the client unnecessary.
